EFFECT OF COMMUNICATION ON WORKERS PRODUCTIVITY

CHAPTER ONE
INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Organization is set up to produce goods and services for profit. In achieving the goods, the organization needs to employ workers who are efficient and at the same time committed to do the job. The committed workers are the ones who are the ones who are appreciated for the work and who the organizations have appreciation for to achieve the goods and objectives. There will be no organizations if there is no communication. The world is fast becoming a global village through effective means of communication. The question then can be asked, “what is communication and of what importance is communication to organization, management, public and individuals? Herbert (1976) defines communication as “the process by which information is passed between individuals and or organizations by means of previously agreed symbols. By the same token, information can be regarded as a piece of knowledge passed between individual, corporate organization and governments. The importance of communication in any organization cannot be overemphasized. Lack of information will surely bring chaos and organizational goals will become unattainable in workers productivity in relation to communication as an effective use of personnel is dependent on effective communication systems. It is through communication that workers productivity which is defined as the measure of how well resources are brought together in organization and utilized to accomplish a set of result can be met. Conductively, however, effective communication helps organizations to achieve their objectives. Effective communication brings about efficiency, mutual understanding and effectiveness. Communication in the office flows in different directions it can be from the management to the employee for from the employee to the management. The information that flows forms the management to the employee is usually instructures, queries or questions and filing of forms for making decisions. While the informations that flows from the subordinates to the management is in forms of protest, suggestions, providing information’s and complaints etc. In Judiciary organization, there are a lot of communication strategies in an office, they may be oral or written from whether oral or written, it needs to produce understanding between the two parties involved. The level of this understanding depends on the clarity of the message and ability of the receiver to perceive expected meanings. The communication strategies to be used in an office depends on the nature of the message; the sender of the message. Due to the differences in message, media, individuals and receivers of the messages, there is need for thorough consideration of the medium to use, some of the factors to be considered are speed and accuracy, nature of message, the receiver and sender of the message, media to use etc. Weihrich et al (2001) explained the purpose of communication as follows; i. Establish and disseminate goals of an enterprise. ii. To develop plans for their achievement iii. To organize human and other resources in the most effective and efficient way. iv. To control performance in order to prevent deviation from the established goals and objectives. The importance of communication in any organization by individuals can be over-emphasized. Amiayo (2005) said that lack of information will surely bring chaos and organizational goals will become unattained. Every organization regardless of the size has two system of communication – formal and informal. Both formal and informal systems of communication is suppose to complement one another for effective management. At times both formal and informal communication is in direct opposition. Formal communication takes three form of letters, memorandums, telephone calls, newsletters, circular and gazettes. Information communication may be in form of grapevine or gossip.

1.2 STATEMENT OF THE PROBLEM
There exists conflict between the role of communication in relation to attainment of organization goals due to misconception. In the words of Huseman et al (1985) the widespread recognition of the importance of communication has attracted much research in business communication have discovered that workers effective communication enhances much of what is considered important in business organizations. The fact remains, effective communication is not given the free flow in organization. The attitude of management and workers undermine the labour level of production. Finally, many system of communication have been operated in the offices which have nothing to do with productivity level just because the right system is not used at the right time to the right person. 

1.3 RESEARCH QUESTIONS 
The research therefore seeks to ask the following questions. i. What necessitates the introduction of communication system on workers productivity in an organization setting. ii. To what extent has communication in the work place influenced productivity. iii. Is there any relationship between organizational forum and communication system? iv. Can wrong choice of communication channel lead to low productivity? v. Does barrier in communication has effect on productivity? vi. Can the inability of organization to satisfy consumers affect productivity? vii. What are the benefits of effective communication to worker’s productivity of an organizations? viii. How can one identify ineffective communication on workers productivity in an organization? ix. How many types of communication systems are in an organization? x. What are the categories of workers that exist in an organizations?

1.4 PURPOSE OF THE STUDY
The general objective was to determine the impact of effective communication on the management of Judiciary workers in Delta state High Court of Justice, Asaba. Specifically, it was to; i. Examine the socio-economic characteristics of the staff. ii. Ascertain the impact of communication in delta State high Court of Justice Management. iii. Find out the methods of communication in the organization. iv. Determine the effectiveness of those methods v. Examine the effect of communication on the productivity of the workers. vi. Identify that problems of communication in Delta State High Court of Justice, Asaba vii. Make recommendation based on findings.

1.5 RESEARCH HYPOTHESIS
Effective communication has no significant relationship with the effective management/productivity of staff/employees in Delta State High Court of Justice, Asaba. 

1.6 SIGNIFICANCE OF THE STUDY 
The findings from the research will provide management of Delta State Judiciary and other counter parts information in making policies and decision making. It will help to suggest a proactive communication means that will guarantee high productivity of the workers thereby enhancing the duties of the organization. The result will also serve as a based point for other researchers intending to work on related topic. 

1.7 SCOPE OF THE STUDY 
This project is restricted to Delta State Judiciary Employees, Asaba in order to make useful generalization. 1.8 LIMITATION OF THE STUDY The study was to the above scope because of the limited timeframe accorded to the project. Lack of finance was another major constraints that really bedeviled the project. There was also the problem of lack of adequate information to make extensive review.
